As can be imagined, not every person in Eztraia is capable of owning a T. Rex. To regulate the ownership and use of these powerful beasts, the
Saurian Council issues out permits to citizens. There are a multitude of permits available for everything from transport and breeding to hunting
and military use. Most require at least some form of training before they can be granted and some are only given out in special occasions. Once
a person is cleared for a permit, they receive the full permissions of it and any of the lower tiers. With enough dedication, it is possible to earn multiple permits. Each available species has been classified based on permits as well and the proper permits must be obtained before working with certain species. Interacting without proper permits is considered a serious offense as well as safety hazard and will be dealt with accordingly.
Each permit is ranked by difficulty to achieve on a scale of five stars. Permits 3 stars and under can be applied for when joining. 4 stars and above are either event permits or must be earned via roleplay.

Civilian Permits
Permits any citizen can acquire by applying for them and paying a small fee at the Scribe's office. They exist to keep track of animals, limit liability, and to basically keep idiots from getting their hands on dinosaurs. Most civilians are barred from owning sporting or military strains due to their higher affinity for aggression and more intensive care requirements. Children under 10 cannot own permits in their name but can interact with the allowed species through proper supervision and training.Note: Some civilians may own retired hunting strains with written permission and proper documentation. The animals must be registered with the Saurian Council as a special permissions case for this to be allowed.
Basic Ownership
Difficulty: XAllows private ownership of pet species. It is primarily used to keep track of pets and their owners. The Council oversees that proper housing requirements are met for each animal, although many simply exist as beloved pets and companions.

Advanced Ownership
Difficulty: XAllows private ownership of advanced pet species with extra liabilities due to horns, clubs, larger sizes, aggressive natures, etc. These species require somewhat upgraded housing conditons in order to negate additional safety risks. Also includes required permissions for all ranching species and operations.
Species: Deinonychus, Styracosaurus, Triceratops, Torosaurus, Therizinosaurus, Stegosaurus, Ankylosaurus, Mammoths, Titanoboa, and all species allowed by Basic Ownership permits.
Commercial Ownership
Difficulty: X XAllows use of animals for business and work purposes, (i.e. basic transport, cart pulling, etc.). While there is no extra training required, extra regulations such as insurance must be met before the permit is issued. There is an extra fee associated with applying for this permit due to the increased liability. Owners are also monitored to ensure they meet liability, qualification, and housing standards.

Falconer Ownership
Difficulty: X XAllows permissions of Private, Advanced, and Commerical Ownership permits. Also allows the use, care, and training of courier dinosaurs for delivering messages, parcels, and other activities. Falconers go through rigorous, special training with their animals for their craft and many work closely with the Military and Hunting Guild for communication purposes.

Hunting Permits
Hunters are a prestigous group in Eztraia and hunting is considered a lifestyle and career, not just a hobby. Hunting permits are administered by the Hunting Guild and must be directly applied for by the prospective hunter and their mount. All hunters are given a Bronze permit and then work their way through the ranks via various training exercises and tests. Permit advancement tests are conducted by the Overseer of the Hunting Guild and any permit upgrades must be approved by them. There are extra requirements, equipment, and training required for hunting permits that prohibit most civilians from obtaining them. Hunters are also subject to special laws and liabilities. Permits in this category have all the permissions of Basic and Advanced Civilian class permits.It is important to note that hunting animals are considered an increased safety risk to the general public. Because of this, they are not allowed to roam freely in the vicinity of the town as pet or breeder animals might be. They must always be controlled, (via leashes, hoods, reins, muzzles, etc.), in the city, monitored in the Hunting District, (although the restrictions are looser here), and have enclosures built to a special code. Any Hunter found in violation of these rules is subject to heavy fines and investigation by the Hunting Guild.

Bronze
Difficulty: X XLearner's permit for hunting. Applicants must be at minimim 14 years of age. Owners of this permit cannot hunt alone or be left unsupervised with their animals for extended periods. They are learning how to be proper hunters with expert supervision. May attend formal hunts for viewing/experience purposes only. Holders may own one hunting animal, (normally their to-be mount/partner), so that they may properly train and bond with them. It is not uncommon for Bronze holders to drop out and seek other professions due to the extreme nature of the job.
Silver
Difficulty: X X XStandard hunting permit and the mark of a professional, fully-fledged hunter. They can participate in solo and group hunts, although they cannot own large numbers of hunting animals or breed them. You must pass an intensive advancement test administered by the Overseer of the Guild. Applicants must be 18 years or older before they can be considered for the test. Until the Silver Advancement Test is passed, they keep their Bronze status. Most don't need more than a Silver permit as seniority is the predominant form of mobility in the Guild.
Gold
Difficulty: X X X XThe maximum level of permit in this category. This removes any previous restrictions on hunting and ownership** and allows interaction with military-grade dinosaurs in supervised/predetermined conditions, (i.e. recruiting, seminars, etc.), but they may not own them or use them for personal purposes. Often flaunted as a status symbol, only the most experienced hunters are even considered for the Gold Advancement Test and the fail rate is extremely high. Bestowed as a collective effort from the Hunting Guild and Military Safety Committee. Notoriously hard to obtain.
Special Note
Difficulty: X X X X XSome hunters may own military grade dinosaurs as gifts for service to the military, recognition as of their prowess as a hunter, retirement of a military animal, etc. with express written military permission without owning a military permit. This is an extremely rare case scenario and these animals are often not used for sport. In these situations, there will be extensive documentation that the hunter must receive and update regularly to ensure the animal is not a liability to other hunting animals or civilians. Considered to be great honor and a symbol of personal accomplishments and ability as a hunter.
Breeding Permits
Overall, these permits are difficult to obtain due to the massive scale of operations they normally entail. Breeders often own large pieces of land and own big facilities to monitor their operations. Like hunters, they are subject to extra codes, laws, and liabilites to ensure the health and quality of their animals as well as the safety of their workers. Professional breeders typically focus on one of two strains, sporting and show and typically focus on one species within these strains. There is major profit to be had in either field depending on the quality of animals provided. Military breeders are rare and must follow a lengthy list of requirements from the Military Safety Committee. For the most part, breeders only seek permits if they wish to have operations of a significant scale. They are considered in the same tier as Hunting class permits and owners also have the same permissions as Basic and Advanced Ownership permits.Basic
Difficulty: X XAllows for the breeding of animals for the use in commercial purposes, work animals, and/or raise them for food. They also breed domestic strains of species for sale as pets and companion animals. It is also used a learner's permit for breeding sometimes, especially when a person is first getting started in the business. They tend to breed for pleasure rather than profit and so tend to place the least value on bloodlines.

Difficulty: X X XGives the same permissions as a Basic permit. Breeders with this permit focus on breeding show strains of these species and prepping them for auctions. Often, they select for various traits such as vibrant colors, feather/skin quality, etc. Pedigrees are important and carefully kept track of for each species. Show animals are prone to tempermental disabilities due to their heavy line breeding. Most show animals are not fit for use as hunting animals because of their bright hues and low tolerance for heavy physical activity. Some retired show animals or undesired offspring may be sold as pets to the general citizenry.

Advanced (Sporting)
Difficulty: X X XGives the same permissions as a basic permit. Breeders with this permit focus on breeding strains specifically for hunters. They often work very closely with the Hunting Guild and receive a lot of customers from them. Sporting strains are bred for their physical prowess as well as even temperment. The occasional color or personality mutation and/or instability is not uncommon due to line breeding. Their colors are significantly duller than show strains. While pedigree is important, physical ability is prized over bloodlines. Most sporting breeders own large plots of land in their operations.

Military
Difficulty: X X X XAllows the owner to breed military-grade species with extreme oversight by the Military Safety Committee. These animals are bred for the borderline between maximum aggression and ease of handling. Herbivores are bred in massive ranches far on the plains over generations of breeders while the carnivores are restricted to the breeding facility in town. It isn't uncommon for handlers to greatly aid or, with oversight, raise the more aggressive species themselves. This helps increase chances of bonding with the animal. Extremely dangerous career.

Military Permits
The Zenith Isle Military Service, often referred to as ZIMS, is the main defensive force of the island. They specialize in the training and use of high-class, dangerous species in a multitude of situations. Their breeding center and recruitment centers are located on the edge of the city while the barracks and training grounds are far off into the plains. Due to their significantly increased size and aggression, many species recruits work with require extreme caution to handle safely as well as taking longer periods to grow, be trained, and bond with their handlers. All military permits are handed out with the additional knowledge that the recipient assumes and understands the possibility of them being horrifically maimed, injured, crippled, killed, and/or eaten on the job. Occasional recruitment sessions are typically the only ways to obtain Training Permits. Applicants must pre-register for these sessions at the ZIMS Recruitment Office and can participate after clearing an extensive background check and physical exam. After achieving a Training permit, there are a multitude of fields a recruit can specialize in. With enough patience and training, it is possible to earn multiple military permits and gain proficiency in several fields. Deemed upper-class tier of permits due to the sheer natures of the beasts it involves.Training
Difficulty: X X XThe required permit for a beginners recruit. Occasionally, the military will have recruiting sessions and those who have cleared the prequisite checks will be allowed to participate. These tests are overseen by the Military Recruitment Officer. While this can be a member of the military, they are also known to recruit and use experienced Gold permit hunters as well. If the MRO determines the applicant passes, they are granted clearance to begin practice with military beasts.

To counteract this, handlers rely on bonding and positive reinforcement to train these species although there is always a measure of uncertainty. May be used to train others.

Most go on to become extremely influential politicians on the Saurian Council or high-ranking officers or generals in the ZIMS. It has yet to be earned by an individual.

* [ Hunting Species ] Ceratosaurs, Carnotaurus - Large carnivores are not widely kept as hunting animals. They are infamous for being slow for their size and rather unintelligent. Utahraptors are far more popular as hunting companions and bond easier with their handlers. Seeing a Ceratosaur or a Carnotaur on a hunt is a rare sight and hunting groups will not likely have more than one if they have any at all.** [ Hunting Permit Gold ] any previous restrictions on hunting and ownership - It is not common for hunters to own more than two raptors, normally of the same sex, unless they are also breeders. Most utahraptors bond with their owners quite intensely and another animal often inhibits this bond. Those who do have multiple animals typically only have one to serve as a companion to their primary hunter due to job restrictions limiting the time they can spend and bond with their animals.
*** [ Breeding Permit Advanced (Show) ] Direwolf - Breeding dire wolves is extremely uncommon as only the rarest and most desireable pelt colors are worth the effort. These typically include blondish pelts, the purest whites and blacks, albinos, or other color mutations. Show Dires tend to have very poor temperments and require a lot of companions and owner interaction due to their highly social nature. It is considered unprofitable and thus the practice has fallen out of use for the most part.
**** [ Military Permit Platinum ] Difficulty: X X X X X - Platinum permits are almost unheard of in the Zenith universe and will not be administered to any possible joinee or regular member. They will only be released by Admins as plot elements with extremely well founded characters. At present in the lore, it exists on paper only as no recruit has ever earned it.
